Between May 24, 2023 and May 27, 2026, Futu told investors it was growing its funded accounts, client assets, trading volume, revenue, and profits. The company also said it had taken steps to address China Securities Regulatory Commission concerns, including removing its Futubull app from mainland China app stores.

However, during this period, investors allege that Futu continued regulated business in mainland China without the required licenses or approvals. Futu allegedly failed to disclose that it was not complying with CSRC requirements, it was likely to face confiscation of illegal gains and large fines, and its reported financial results were overstated because they did not account for the regulatory exposure.

Then, on May 22, 2026, Futu revealed that the CSRC proposed penalties totaling approximately RMB1.85 billion for unlicensed securities, public fund sales, and futures activities in mainland China.

$FUTU fell 27.5%, closing at $89.76. Additional revelations followed on May 28, 2026, including first-quarter 2026 results reflecting the penalty impact.

By May 28, shares closed at $104.91, still 15.3% below the pre-disclosure price.
